ACP Treatment Schedule Update for Interstate Citrus Nursery Stock

Summary

USDA APHIS has revised pre-shipment Asian citrus psyllid (ACP) soil drench treatment intervals and options for citrus nursery stock moving interstate.
The Domestic Treatment Manual Schedule D301.76(b) now governs timing for drenches, and the Citrus Nursery Stock (CNS) Protocol will be aligned on August 18, 2025.

What Changed

  • Imidacloprid: Apply as a soil drench or in-ground granular no more than 60 days and at least 5 days before shipment; effective concentrations maintained up to 60 days.

  • Thiamethoxam: Apply as a soil drench or in-ground granular no more than 20 days and at least 5 days before shipment.

  • Foliar options: Bifenthrin, chlorpyrifos, dimethoate, fenpropathrin, imidacloprid/cyfluthrin — apply no more than 14 days before shipment.

  • Dinotefuran: Not effective for ACP on citrus nursery stock.

  • Deltamethrin: No commercial products are currently labeled for ACP/psyllid control and approved for use in nurseries.

 

What You Must Do

Before August 18, 2025:

  • Either follow the new D301.76(b) schedule (recommended),

  • OR follow the current CNS Protocol schedule.

 

On / after August 18, 2025:

  • You must follow D301.76(b).

  • APHIS will post the updated CNS Protocol on the Citrus Diseases website.

These requirements apply to CNS from APHIS-approved structures and to CNS moving under Limited Permit from ACP quarantines (7 CFR 301.76).

Shipment Readiness Checklist

  • Confirm active ingredient and interval (D301.76(b)).

  • Verify facility status (APHIS-approved or Limited Permit conditions).

  • Document treatment date/time and lot ID.

  • Ensure product labeling allows nursery use for ACP/psyllids.

  • Coordinate with receiving state’s requirements.

 

FAQ

Does this replace my state’s rules?
No. This sets the federal pre-shipment treatment schedule for interstate movement. Always check receiving-state regulations and any quarantine requirements.

Is dinotefuran allowed?
No. APHIS found it not effective for ACP on citrus nursery stock; it is not an approved option in D301.76(b).

 

Can I use deltamethrin?
No. APHIS reports no commercial products that are both labeled for ACP/psyllids and allowed for nursery use at this time.
