USDA APHIS Plant Protection & Quarantine’s Smuggling Interdiction and Trade Compliance (SITC) program works to stop the entry and distribution of prohibited or restricted foreign agricultural goods that could introduce invasive pests and diseases into the United States.
Anonymous reporting is encouraged — your information will not be shared publicly.

When to Report

You suspect a foreign-origin plant or animal product is being sold illegally online (websites, social media, mobile apps).

You suspect sales from a U.S. location (e.g., grocery/market, warehouse/club store, restaurant, private seller).
What to Include (if available)

Physical location and/or URL where the product was found

Photos or screenshots of the product/listing

A brief note on why you believe it’s foreign-origin and/or not legal in the United States
If you received suspected illegal material (e.g., as a gift), email SITC with your name, contact information, and a short description of the item; a team member will follow up to assist.

Importing Legally
​SITC can explain what’s allowed and the proper procedures to bring agricultural products into the United States or to move them interstate. Regulations can change—always double-check requirements before each shipment.
